    The really hot weather occurred from July 12 to July 16. The 106° F on July 13th set the record for the warmest July temperature since records began at Midway in 1928. Not only were the daytime temperatures high but the nighttime low temperatures were quite high (upper 70s and lower 80s) as well. Record humidity levels also accompanied the hot weather. The high humidity and high nighttime temperatures provided little relief from the heat.

    Urban Heat Island
    Another contributing factor in the heat wave is the so-called “urban heat island”. Urban heat islands are caused by the high concentration of buildings, parking lots, and roads in urban areas, which tend to absorb more heat in the day and radiate more heat at night than comparable rural sites. Therefore, urban areas usually experience a lot less cooling at night than do rural sites. Furthermore, temperature measurements at O’Hare Airport, a more suburban site, will not reflect the severity of the 1995 heat wave in the inner city.

    Most of the victims of the 1995 heat wave were the elderly in the heart of the urban area. Many of the poorer older citizens either had no air conditioning or could not afford to operate the system they had. Many older citizens were also hesitant to open windows and doors at night for fear of crime. By contrast, in the heat waves of the 1930s, many residents slept outside in the parks or along the shore of Lake Michigan.

    Other factors that contributed to the high number of deaths were an inadequate local heat wave warning system, power failures, inadequate ambulance service and hospital facilities, and the aging of the population in the urban areas. City officials did not release a heat emergency warning until June 15, the last day of the heat wave. Thus, such emergency measures as Chicago’s five cooling centers were not fully utilized. The medical system of Chicago was severely taxed as thousands were taken to local hospitals with heat-related problems. In some cases, fire trucks were used as substitute ambulances.

    Unfortunately, Chicago will continue to be vulnerable to heat waves because of the urban heat island and the socio-economic makeup of the urban area (high percentage of lower-income elderly). However, the number of deaths may be reduced by: a) implementing an early-warning system that takes into account the local conditions, b) better define the heat island conditions associated with heat waves to improve forecasts, c) develop a uniform means for classifying heat-related deaths, and d) increase the research on the conditions of heat stress and heat waves

    I agree 100% that that respect has to be earned, to blindly acceptor follow anyone (of any political party) makes you a sheep. There were things done wrong on all levels of government and some are blaringly evident. Our federal government was requested for aid days prior to katrina hitting NO. They failed. The Mayor should have done a better job getting people out, he failed. The Governor should have performed her job better, she failed.

    I would prefer that those who choose to resort to name calling stop. This is a serious issue and refusing to look at and face facts against anyone (regardless of your own political beliefs) is not going to prevent this from happening again. To blindly refuse to learn forom this tradegy and prevent the same mistakes from happening again is criminal.

    As for Bush’s responsiblity it is many fold. He is responsible directly for whom he choose as director of FEMA. He is responsible for the funding of the Army Corp of Engineers whose job it is to upgrade and repair water rescores in this coutry and their budget (which he has cut in the last 3 years).

    Others are also responsible, that would be the state, local government and many individuals who just choose not to leave and had transportation. Noone comes out of this smelling like a rose.

Citizens of the US need to learn to be more self sufficient and able to take care of themselves. As such the government needs to overhaul the system they have in place that discourages people from doing so.     Taxes are paid by individuals who work, with those taxes the government has a duty to perform duties to keep the citizens safe from threats. No one has proof of what exactly caused the breaches of 3 canals, but 1 eye witness quoted on Fox News today speaking with said that he saw floating grain barges hit the 17th st. canal and cause that breach, not just flood waters. I too have heard that WHEN the evacuation was ordered by the mayor and governor the governor stated that Bush had expressed his concern for the individuals in the flood areas safety. What was really said is actually only known by two people, the President and the Governor-unless one or the other was using speaker phone. The AP offers a view, maybe it’s the way it happen but maybe the other papers are right and he expressed concern. We (you or I) do not know.

    2) If you had researched how FEMA works you would know that it is their job to co-ordinate resources. The government at all levels would submit their list of resources and their needs and FEMA is to ensure that the needs are meant.

    I agree with you to a point. I believe that discord causes conversion-which is always good. No elected official should be given a ‘blank check’ and blindly supported. Doing so would put our democracy on a slippery slope. Each and every elected offical should be held accountable for their actions (lies and items that they have done in office). I do not agree with using religion as an election point. A priest (or minister or any other religious leader) might know the bible better than one canidate but that in itself does not make them the best person to run the country of office that they are running for.

    I see the great divide in this country being caused by large groups refusing to consider anything but religion, ignoring everything else that should be considered. Until individuals and groups are willing to get pass the ME ONLY or my religious way only, I do not see America becoming a better place.

    Morals and social conscience is something that should be taught by example. Begining with the home. Some of the most moral people I know have never gone to an organised religious church. The values that we have are what is important. Many have throw away values-including some of our elected officals. Sadly I see not any effort to regain some of the gerat morals and values such as individual responsibilty, family responsibilty, respecting your fellow citizen (regardless if their political belief), being willing to help a neighbor or community with no thought to what is in it for you, and many others.

    We need to focus our attention on education in order to remove barriers that remain in this country and teach our children how to not only survive but succeed in this world. We need to force our politicians to be accountable for every action, every dollar, and every vote that they make.

My father proudly served this country for 23 years, serving in Korea, Vietnam and any other rat hole our government sent him (often without his family). His wages supported a family of 7, he retired at 50% of his wages in 1975 and lives on more today with only cost of living adjustments than he supported his family on.

    Most recruits today begin basic training with a signing bonus and a salary of $13,704.00.
